Costing Traffic Congestion

Abstract

While many researchers have offered various definitions of traffic congestion, there is no universally accepted definition, and different variables have been introduced to measure traffic congestion. This paper aims to examine the existing methodologies used to assess congestion and to introduce improved approaches to how it is measured and costed.
