This statement sets out whether SIDRA SOLUTIONS Software — including SIDRA INTERSECTION 11, SIDRA TRIP, SIDRA UTILITIES and the Excel Applications for SIDRA — is an artificial intelligence (AI) system or includes AI-related functionality. It is written to support the governance, procurement, security and architecture reviews that customer organisations carry out, including the AI intake assessments now common in government agencies, universities and consultancies. SIDRA SOLUTIONS is an Australian company, based in Melbourne, whose software is used by transport professionals in over 80 countries; this statement is its global position on AI in its software.
The statement applies to the latest version of SIDRA INTERSECTION 11, released in March 2026 and updated after that date.
We will review this statement on the release of each new major version of SIDRA INTERSECTION and other SIDRA SOLUTIONS Software, as required.
How this statement relates to our terms
This is a position statement, not legal advice. SIDRA SOLUTIONS publishes it so that customers and prospective customers can rely on it as our current position on AI in SIDRA SOLUTIONS Software. It is incorporated into the SIDRA SOLUTIONS Software Licence Agreement by reference, in the same way as our Privacy and Terms pages (SLA V11, Clause 1), and applies in the version published at the time of purchase. It is the controlling statement of our AI position until superseded by a later version published here.
In summary
SIDRA INTERSECTION 11 is lane-based micro-analytical traffic modelling software. It is a professional tool for the analysis of road traffic capacity, level of service, operating performance and travel quality. It is not a safety design or evaluation tool. SIDRA SOLUTIONS Software also includes SIDRA TRIP, the SIDRA UTILITIES supplied alongside SIDRA INTERSECTION, and the Excel Applications for SIDRA. Most SIDRA UTILITIES use the SIDRA INTERSECTION API.
Currently, none of SIDRA INTERSECTION 11, SIDRA TRIP, SIDRA UTILITIES or the Excel Applications includes any AI-related components or functionality, and none would be considered an AI solution or an AI-enabled platform in any capacity.
This statement holds under the AI definitions that customers most commonly apply: the NIST AI Risk Management Framework (AI RMF 1.0), Article 3(1) of the EU AI Act (Regulation (EU) 2024/1689) read with the European Commission's guidelines of 6 February 2025, ISO/IEC 22989:2022, the OECD Recommendation on Artificial Intelligence, and the AI-intake standards applied by governments and institutions internationally. The reasoning is set out below.
Our review of SIDRA INTERSECTION 11 against these frameworks shows that the defining characteristics of an AI system — learning from data, inference, adaptiveness and autonomy — are absent. We give more detail below on SIDRA INTERSECTION 11, our major software product, and on the other SIDRA SOLUTIONS Software.
About SIDRA INTERSECTION 11
SIDRA INTERSECTION 11 is lane-based micro-analytical traffic modelling software for the analysis, design and evaluation of signalised and unsignalised intersections, interchanges, signalised mid-block crossings, signal coordination, and networks of road network elements. It runs as a Windows desktop application (Windows 10 or Windows 11, 64-bit) and performs its analytical computations locally on the user's machine.
The software is an analytical model: it uses direct mathematical computations, drawn from published traffic engineering theory (including substantial research by SIDRA SOLUTIONS) and standards such as the Highway Capacity Manual and the AUSTROADS guidelines, to determine traffic performance from inputs the user supplies. Its principal methods include:
- Capacity, level of service, delay, queue, stop-rate and operating-cost analysis at site, network and route level.
- Signal-timing optimisation, including optimum cycle time and green-split facilities.
- A lane-based network model that balances the backward spread of congestion against capacity constraints on oversaturated lanes.
- User-selectable roundabout capacity models.
- Five traffic assignment methods in the integrated SIDRA ASSIGN module, including Stochastic User Equilibrium and User Equilibrium.
- Probabilistic (percentile) queue models.
Some of these methods include stochastic elements — published probability distributions applied analytically. They do not involve training a model on data.
Classical mathematical optimisation against defined performance measures, and stochastic methods that apply published probability distributions, are not AI under any of the frameworks used to assess SIDRA INTERSECTION. They are the same kind of methods used in scheduling, logistics and operations-research software for decades.
SIDRA INTERSECTION is a desktop analysis and design tool. It is not an operational control system. Operational applications require a Special Application Licence (SLA V11, Clause 81).
How we assessed SIDRA INTERSECTION 11 against AI frameworks
We reviewed SIDRA INTERSECTION 11 against the published frameworks customers apply in an AI intake review. Across these frameworks, the defining characteristics of an AI system are learning from data, inference, adaptiveness and autonomy. SIDRA INTERSECTION 11 has none of them. SIDRA TRIP, SIDRA UTILITIES and the Excel Applications for SIDRA are likewise analytical and computational tools; the same assessment applies to them. These frameworks share a common core: an AI system learns from data, infers, exhibits adaptiveness, or operates with autonomy. That core is reflected in AI definitions internationally, so the conclusion below does not depend on any single jurisdiction's wording.
NIST AI RMF 1.0. NIST defines an AI system as one that generates outputs such as predictions, recommendations or decisions, designed to operate with varying levels of autonomy, and calibrated to systems with learning, inference and adaptiveness. SIDRA INTERSECTION 11 applies fixed analytical models to user inputs; it does not infer from data, does not adapt after deployment, and does not operate autonomously — every output follows from a model the user configures and runs.
EU AI Act, Article 3(1). The defining element of Article 3(1) is inference from input to generate outputs. SIDRA INTERSECTION 11 does not infer; it computes. Recital 12 — reflected in the European Commission's guidelines of 6 February 2025 — excludes systems based on rules defined by natural persons to automatically execute operations, which describes the software. It does not exhibit adaptiveness after deployment; it changes only when SIDRA SOLUTIONS issues a new version.
ISO/IEC 22989:2022. ISO 22989 frames AI as the capability to acquire, process and apply knowledge, and machine learning as a process that improves through experience. SIDRA INTERSECTION 11 does not improve through experience. Where an iterative method gives slightly different results depending on iteration count and stopping conditions, that is a property of the numerical solver applied to a defined mathematical problem — not learning from data.
OECD Recommendation on AI. The OECD Recommendation is the upstream source for the NIST, EU and many government definitions and centres on a machine-based system that infers from input how to generate outputs. The same reasoning applies.
Government and institutional AI-intake standards. The AI-use, procurement and intake standards applied by government agencies, universities and other institutions worldwide typically enumerate AI types — machine learning, deep learning, generative AI and large language models — and are calibrated to tools that learn from data or generate content. SIDRA INTERSECTION 11 does neither, and so falls outside the AI categories these standards are designed to govern.
AI governance frameworks. Some frameworks govern how organisations manage AI rather than define what counts as an AI system — for example, ISO/IEC 42001:2023 (the international AI management system standard) and, in Australia, the AI Ethics Principles and the Guidance for AI Adoption (which replaced the Voluntary AI Safety Standard in October 2025). These apply to organisations that develop or deploy AI systems. Because SIDRA INTERSECTION and the other SIDRA SOLUTIONS Software are not AI systems under the frameworks above, these governance obligations are not engaged for the products.
What SIDRA INTERSECTION 11 does not do
To save reviewers from having to infer it, we state the following explicitly:
- It does not train on user data, learn from user inputs, or adapt after deployment. It changes only when SIDRA SOLUTIONS releases a new version.
- It does not include neural-network methods of any kind — no deep learning, and no convolutional, recurrent or transformer networks.
- It does not include large language models or any generative-AI component. It does not generate text, images or other content.
- It does not include computer vision, image recognition or video analytics.
- It does not call out to a remote model server or cloud inference service for its analytical computation. An internet connection is used only for licence activation, cloud-based licences and software updates; the analysis runs on the user's Windows machine.
- It does not control any operational system. Any application of SIDRA SOLUTIONS software functions, or the SIDRA INTERSECTION API, to the operation of traffic management centres, traffic signal control systems, autonomous vehicles or similar settings requires a separate Special Application Licence under the Software Licence Agreement (SLA V11, Clause 81).
Third-party tools and the SIDRA INTERSECTION API
Customers sometimes prepare the inputs they load into SIDRA INTERSECTION — traffic counts, origin–destination data, signal phase data and similar — using third-party tools, including tools that themselves may apply computer vision, machine learning or other AI methods (for example, video-based vehicle detection, automated traffic counting or queue-length estimation). Those tools are separate products operating under their own licences. Their AI behaviour, accuracy, bias, privacy and audit characteristics are the responsibility of the third-party vendor and of the customer; they are outside SIDRA INTERSECTION 11 and outside this statement.
Where third-party software links to SIDRA SOLUTIONS software through its Application Programming Interface (API), that access is governed by the API terms of the Software Licence Agreement (SLA V11, Clauses 27–36). Each linking application requires a valid licence for the SIDRA SOLUTIONS software it accesses, and the behaviour of the linking application — including any AI functionality it provides — is the responsibility of its vendor and of the customer. Where the API is used in operational settings, a Special Application Licence applies (SLA V11, Clauses 35 and 81).
SIDRA UTILITIES
SIDRA UTILITIES are free companion applications that SIDRA SOLUTIONS supplies alongside SIDRA INTERSECTION. They are supplied directly by SIDRA SOLUTIONS, free of charge, as separate applications rather than as components of the main software, and they are covered by the Software Licence Agreement. A customer may adopt or decline each Utility independently.
None of the current SIDRA UTILITIES includes AI-related components or functionality. The assessment above applies to each of them on the same basis as it applies to SIDRA INTERSECTION 11.
SIDRA SOLUTIONS may, in future, develop SIDRA UTILITIES that incorporate AI methods where doing so improves their usefulness for transport professionals. Most SIDRA UTILITIES link to SIDRA INTERSECTION through its API. Where this occurs, the following will apply:
- Separation from the main software — any Utility containing AI methods will be supplied as a separate application, not built into SIDRA INTERSECTION, so customers can adopt, defer or decline it independently of their use of the main software.
- Voluntary and optional use — use of any such Utility is at the customer's option. SIDRA INTERSECTION will continue to operate independently of it.
- Transparent disclosure — any such Utility will be identified in its documentation and release notes, describing the method, where it sits in the analysis, and how a transport professional can interpret its outputs. The principles in the next section apply to it in full.
- Use of the API under the Agreement — where a Utility links to SIDRA INTERSECTION through its API, that access is governed by the API terms of the Software Licence Agreement (SLA V11, Clauses 27–36). Operational uses require a Special Application Licence (SLA V11, Clauses 35 and 81).
This is a statement of approach, not a product commitment. SIDRA SOLUTIONS may develop, defer or decline any AI-based SIDRA UTILITY at its discretion.
Our approach to any future use of AI methods
SIDRA SOLUTIONS keeps open the possibility that future major versions of SIDRA INTERSECTION may incorporate AI methods where doing so improves the accuracy or usefulness of the software for transport professionals. Any such introduction will be considered against these principles:
- Accuracy — any AI component must produce results of demonstrable engineering quality, comparable in rigour to the published analytical methods the software relies on today.
- Transparency — customers will be told what the component does, where it sits in the analysis, and what kind of method it is.
- Explainability — outputs must be capable of being interpreted by a transport professional in the same way the current analytical outputs are.
- Security — any new method will be considered against our standing security practices and customers' reasonable expectations of a Windows desktop product.
- Disclosure — any new AI component will be identified explicitly in the product documentation and release notes when it is released, so customers can take it into account in their own governance processes.
This is a statement of approach, not a commitment to a defined internal process or timeline. SIDRA SOLUTIONS may adopt, defer or decline any AI method in future versions of SIDRA INTERSECTION at its discretion, on the merits of each case.
